Dear all,

We are pleased to inform you that on September 15, the European Aviation Safety Agency (EASA)) and the U.S. Department of Transportation's Federal Aviation Administration (FAA) signed Revision 5 of the Technical Implementation Procedures (TIP) of the US-EU bilateral agreement. By allowing the authorities to rely on each other's regulatory systems, the agreement eliminates duplicative processes, get safety enhancing equipment installed on aircraft more quickly, and save time and money for both industry and the regulatory authorities involved.
Strong partnerships are key to establishing consistent standards of safety around the world. Based on more than a decade of cooperation with FAA, the authorities have established confidence in each other's regulatory systems. Rooted in that confidence, the new safety agreement allows reciprocal acceptance of the majority of European Technical Standard Order (ETSO)-approved articles.

However, before the reciprocal acceptance of ETSO/TSO authorizations is in force a decision of the Bilateral Oversight Board (BOB) is required. The BOB is the joint group composed of FAA and European Commission representatives. The BOB has responsibility and sole authority for the implementation of the AGREEMENT BETWEEN THE UNITED STATES OF AMERICA AND THE EUROPEAN COMMUNITY ON COOPERATION IN THE REGULATION OF CIVIL AVIATION SAFETY (the Agreement). This includes all revisions to the
Agreement Annex 1 Appendix which will change with the signing of BOB Decision 006. The revision was necessary to add provisions for the export of articles accepted under reciprocal acceptance.

Because every BOB Decision to amend the Agreement must be coordinated within the EU, the EC must follow strict procedures for accomplishing this.
Unfortunately at this time it is not certain when this will be complete and thus we cannot provide an estimate.

As a consequence of the above we ask you to carry on with the current validation process as per TIP Rev. 4 until further notice.
